Wild mammals and birds cannot be imported from other EU-countries to Finland without an import licence from the Finnish Food Authority. The license can only be granted if the imported animals pose no threat of animal diseases. The license will dictate the essential requirements to prevent the spread of animal diseases. The license is regulated in the 63§ of the Animal Diseases Act (Eläintautilaki 441/2013).
Requesting an import license from Finnish Food Authority
The request for an import license is free-formed but must include the following information:
1) Name and contact details of the applicant (address, telephone, e-mail)
2) The animal species in question and the number of animals to be imported
3) The animal’s country of origin
4) Description of the reason for which the animal is being imported to Finland and specifications for evaluating the danger of spreading animal diseases.

The import license is subject to a fee. The importer must contact the Finnish Environment Institute for possible CITES-requirements and request an import license from the Finnish Wildlife Agency when needed prior to contacting Finnish Food Authority.

Invasive Non-native Species
The importing, breeding, selling and other possession and releasing to the wild of invasive non-native animal species is prohibited in the EU-area. EU member states have accepted a list of invasive non-native species. Additionally Finland has issued a decree on national invasive species (Valtioneuvoston asetus 1725/2015).

When importing rare or otherwise endangered species the convention of international trade in endangered species of wild fauna and flora (CITES) has to be taken into consideration. The CITES-convention requires an export and import permit or an import notification of some species.

Importation of an animal of foreign origin
According to the Game Administration Act (615/1993, amendment 1711/2015) it is prohibited to import or release to the wild bird or mammal species of foreign origin as well as game animal strains or foreign origin without the permit of the Finnish Wildlife Agency. The same principle also applies to bringing an animal from the Province of Åland to another part of Finland and to the release of the animal to the wild there.

The permit must be refused if significant harm may be caused by the measure to the natural environment or fauna.
