Alpacas, llamas and near relatives of these (Camelidae) and mini pigs (most commonly Vietnamese pot-bellied pigs) may only be imported from those third countries or parts thereof listed in Part 1 of Annex I of Commission Regulation 206/2010/EEC, and marked with the model of veterinary certificate for non-domestic animals (“RUM” for alpacas and llamas; “SUI” for mini pigs). Animals must meet the conditions in the appropriate veterinary certificate in Part 2 of Annex I of Commission Regulation 206/2010/EEC including IBR-requirements, and the import consignment must be accompanied by a veterinary certificate conforming to the model in the above Annex.
When alpacas, llamas and near relatives of these are imported, they must arrive at the veterinary border inspection post with a veterinary certificate signed by an official veterinarian of the original import country and conforming to “model RUM” “Veterinary certificate, model for non-domestic animals other than suidae”.
N.B. importers must always make sure that the model of the health certificate is correct by checking it against the most recent version of Commission Regulation 206/2010. After opening the link to the legislation in guestion, please choose "latest consolidated version".
Alpacas and llamas must after the import be kept in a place of destination ordered by Finnish Food Authority at least for one year during which they, and other animals in close contact with them, must be tested by official veterinarian for tuberculosis firs time after 1-2 months and second time 11-12 months after the import. If the animals come from tuberculosis free herds, they are only tested once for tuberculosis after 1-2 months after import.
When mini pigs are imported, they must arrive at the veterinary border inspection post with a veterinary certificate signed by an official veterinarian of the original import country and conforming to “model SUI”
The veterinary certificate mentioned here must also state:
- compliance with Commission Decision 2008/185/EC on additional guarantees in intra-Community trade of pigs relating to Aujeszky’s disease and criteria to provide information on this disease, the additional guarantees granted to Finland regarding Aujeszky’s disease in pigs; and
- compliance with the additional guarantees granted to Finland relating to TGE (transmissible gastroenteritis) in accordance with Decision No 48/94/COL by the EFTA Surveillance Authority.
Please note: there are only few countries allowed for the import .
There are no border inspection posts in Finland approved for the veterinary border inspection of alpacas, llamas (or near relatives of these) or mini pigs elsewhere than at Vaalimaa BIP, so they must usually be inspected in another EU country (generally at an airport). The contact details of border inspection posts in EU countries can be found on the Commission’s website. Border inspection posts approved to inspect the animals in these guidelines are marked with the letter U in column 6. Well before the date of importation, importers should contact the border inspection post in the relevant EU country, where in principle the same provisions apply as in Finland, to check that the BIP is approved to inspect the animal to be imported.
Possible additional analysis required
When importing from outside the EU, all the animal health conditions listed in the health certificate, including the analysis for animal diseases, must be filled at the time of import. Based on risk analysis some additional analysis may be required after the border inspection, if the analysis hasn't been made in the country of origin.
