Registration is carried out through the Touko online service, where operators submit a start-up notification and, subsequently, annual notifications required by the Fertiliser Control Authority.
Please note that the Touko online service and notification forms are currently available only in Finnish and Swedish.
Operators with a Finnish Business ID (Y-tunnus)
Step 1: Obtain a Suomi.fi Authorisation
Access to the Touko online service requires identification and authorisation through the Finnish national Suomi.fi e-Authorisations service.
Before accessing Touko on behalf of a company, the representative must have the appropriate mandate for fertiliser sector activities.

Step 2: Access the Touko Online Service
Once the authorisation has been granted, log in to the Touko Online Service.
After logging in, submit a start-up notification including:
- Company and contact information
- Information on the fertilising products to be marketed
- Estimated annual distribution volumes
Step 3: Maintain Your Registration
Registered operators are required to:
- Keep their registration information up to date
- Submit annual notifications through the Touko service
- Ensure that products placed on the Finnish market comply with applicable legislation
Operators Without a Finnish Business ID (Foreign Operators)
Step 1: Obtain a Suomi.fi Authorisation
Foreign companies that do not have a Finnish Business ID (Y-tunnus) can also obtain access to the Touko online service through the Suomi.fi e-Authorisations application procedure.
