How to deal with animal registers if you do not have a Finnish personal identity code or business ID

Only information from an operator with a Finnish personal identity code or business ID is accepted in the Finnish Food Authority’s Dog Registry and the Register of Animal Keepers and Establishments. In other words, registration in e-services or registration saved by an official is currently not possible without a Finnish personal identity code or business ID. However, legislation must still be complied with and dogs, terrestrial animal establishments and animal keeping activities as well as carrion feeding sites must be notified to the authorities. The Finnish Food Authority is developing its services to also enable operators without a Finnish personal identity code or business ID to use e-services in future.

As from 2026, the notification obligation is considered fulfilled when you submit the registration forms to the authority receiving them. Dogs are notified to the customer service of the Finnish Food Authority’s Dog Registry, establishments in which animals are kept and animal keeping notifications to the rural business authority of the municipality, and carrion feeding sites to the veterinarian of the municipality. If your animal keeping activities constitute animal keeping subject to notification, submit the form to the Finnish Food Authority.
