Starting to use Suomi.fi credentials in the Siilo service

1 Suomi.fi e-Identification

All standard (non-quota) AGRIM import certificates will be applied for from 27 June 2023 onward through the Finnish Food Authority’s Siilo service at https://siilo.ruokavirasto.fi/. For the time being, AGRIM quota import and AGREX quota export certificates will still be applied for through the old service at https://todistus.ruokavirasto.fi/. Later, these certificates will also be applied for through the Siilo service, and customers will be informed about it separately.

Customers must log in to the Siilo service through Suomi.fi e-Identification. Suomi.fi e-Identification is a shared strong authentication service for public administration services, which allows you to log in to Finnish public administration e-services.

Suomi.fi e-identification is used in all services in which the identity of the user must be verified. Once you have identified yourself, the use of e-service is secure and private.

2 Who can make a Suomi.fi e-Authorization?

In order to grant authorisations on behalf of a company in the Authorisation Register, you must have
one of the following roles:

  • the company’s CEO or Deputy CEO entered in the Trade Register,
  • the company’s signatory entered in the Trade Register, who is entitled to represent the company by themselves,
  • a sole proprietor entered in the Trade Register or the Finnish Business Information System (YTJ),
    or
  • a person authorised by one of the above to grant authorisations to other persons on behalf of the company (power of attorney).

3 Authorisation codes for the Siilo service in the Suomi.fi service

In the Suomi.fi service, you can grant six kinds of authorisations to the Siilo service:

  • Applying private storage aid for agricultural products

  • Submitting tenders for public intervention of agricultural products and maintaining applicant information

In addition to the signatory, another person in the company who has been granted a mandate for transactions in the Suomi.fi e-Authorizations, to one of the authorisation codes below or to several of them, is able to register the company in the Siilo service for the subsystem/subsystems in question.

The Finnish Food Authority does not recommend giving these authorisation codes below to a representative company (a forwarding company or an accounting company, as it is possible to update the company’s own data and account number with these authorisation codes). In this case, the person with the right to sign for the company or another person in the company who has been given the authority must first register their company in the Siilo service and enter the company’s basic information for the use of the systems and notification messages sent from the system.

However, if the company’s signatory decides to grant one of the authorisations below to a representative company, please also notify the Finnish Food Authority.

3.1 Important information before using the Suomi.fi Service, choose the right browser and wait the page to load

Based on our own observations we recommend you to use Mozilla Firefox and Google Chrome web browsers in Suomi.fi e-Authorizations. Don’t use Internet Explorer web browser.

It is sometimes slow to use the Suomi.fi Service in our experiences. Do not refresh your browser page, but wait for the page to load. It may take several minutes.

4 The company does these operations on its own

4.1 A company that manages its own matters in the Siilo service

The company’s CEO or other signatory can use the Siilo service without authorisation from Suomi.fi, if there is no need to authorise other persons to use the Siilo service. The company’s signatory can register their company and start using the Suomi.fi login directly at Siilo Service.

4.1.1 A Company employee who is not the CEO handles the matters in the Siilo service. The CEO or a person authorised by the CEO to grant mandates, grants a mandate to an employee of the same company to use the Siilo service.

Grant a Mandate for transactions in the Siilo Service as follows:

  1. Log in to Suomi.fi e-Authorizations to an external websiteOpens in a new tabusing your own online banking ID codes, a mobile certificate or certificate card.
  2. Select Acting on behalf of a company.
  3. Select Grant a mandate.
  4. Select which company you wish to act on behalf of.
  5. Select the mandate type Mandate for transactions from the list.
  6. Under Parties, enter the personal identity code of the person.
  7. Select authorisation code. See Chapter 3 for the correct authorisation code.
  8. Specify a period of validity for the mandate.
  9. Confirm that the details in the summary are correct.

4.1.2 In The Company, the CEO authorizes another person to grant mandates. The authorised person can also grant mandates to themselves.

Grant the mandate “Right to grant a mandate” as follows:

  1. Log in to Suomi.fi e-Authorizations using your own online banking ID codes, a mobile certificate or certificate card.
  2. Select Acting on behalf of a company.
  3. Select Grant a mandate.
  4. Select which company you wish to act on behalf of.
  5. Select the mandate type Right to grant a mandate, which gives a person the right to grant themselves and others mandates for transactions.
  6. Under Parties, enter the personal identity code of the employee.
  7. Select authorisation code. See Chapter 3 for the correct authorisation code.
  8. Specify a period of validity for the mandate.
  9. Confirm that the details in the summary are correct.

4.2 Company uses a representative (forwarding agency or accounting firm) for handling the Siilo service actions. The CEO grants the representative a mandate for transaction.

Grant the representative (forwarding agency or accounting firm) a mandate for Siilo transactions.

  1. Log in to Suomi.fi e-Authorizations using your own online banking ID codes, a mobile certificate or certificate card.
  2. Select Acting on behalf of a company.
  3. Select Grant a mandate.
  4. Select which company you wish to act on behalf of.
  5. Select the mandate type Mandate for transactions from the list.
  6. Under Parties, enter Business ID of the representative.
  7. Select authorisation code. See Chapter 3 for the correct authorisation code.
  8. Specify a period of validity for the mandate.
  9. Confirm that the details in the summary are correct.

5 A representative company (a forwarding company or an accounting company) does the operations in this Chapter

5.1 The representative is authorised using Suomi.fi e-Authorizations

5.1.1 A company (a forwarding agency or an accounting firm) acts on behalf of another company in the Siilo service. The CEO of the forwarding company or the accounting firm manages matters themselves.

First, make sure that you have been authorised by the company you represent to handle the transactions in the Siilo service.

Grant yourself a mandate for transactions with Siilo as follows:

  1. Log in to Suomi.fi e-Authorizations using your own online banking ID codes, a mobile certificate or certificate card.
  2. Select Acting on behalf of a company.
  3. Select Grant a mandate.
  4. Select which company you wish to act on behalf of.
  5. Select the mandate type Mandate to represent from the list.
  6. Enter your own personal identity code under Parties.
  7. Select authorisation code. See Chapter 3 for the correct authorisation code.
  8. Specify a period of validity for the mandate.
  9. Confirm that the details in the summary are correct.

5.1.2 A company (a forwarding agency or an accounting firm) acts on behalf of another company in the Siilo service. Someone other than the CEO of the forwarding company or the accounting company manages matters, but the CEO grants authorisations.

First, make sure that you have been authorised by the company you represent to handle the transactions in the Siilo service.

Grant an employee of your company a mandate for transactions with Siilo:

  1. Log in to Suomi.fi e-Authorizations using your own online banking ID codes, a mobile certificate or certificate card.
  2. Select Acting on behalf of a company.
  3. Select Grant a mandate.
  4. Select which company you wish to act on behalf of.
  5. Select the mandate type Mandate to represent from the list.
  6. Enter the personal identity code of the employee under Parties.
  7. Select authorisation code. See Chapter 3 for the correct authorisation code.
  8. Specify a period of validity for the mandate.
  9. Confirm that the details in the summary are correct.

6 How to request authorisations to act on behalf of your organisation

In Suomi.fi e-Authorizations, you can request a mandate for transactions from the organisation. A request for authorisation becomes a valid mandate for transactions when it has been accepted by the addressee of the request. You need the organisation’s business ID in order to request a mandate for transactions from the organisation.

Do this:

  1. Identify yourself in the Suomi.fi front page using your bank codes, mobile certificate or certificate card.
  2. At the menu bar, select e-Authorizations.
  3. If you have authorisations for an organisation, you can choose to act on behalf of the organisation or as a private person. Choose whether you want to request for authorisations for yourself or for an organisation you can represent.
  4. Click on the Request mandates button.
  5. Under Add the assignors, select Add a company. Select Add a company also if you are requesting for authorisations from, for example, an association, municipality, educational institution or other organisation.
  6. Enter the Business ID in the field that opens.
  7. Then, select the correct organisation from the menu that appears. You can also search by name if you are sure of the organisation’s name. Click on the Add button. You can add other companies if you need them to authorise you. Otherwise, click on the Next button.
    In the Search a mandate theme field, enter the authorisation code that you need. Please enter only one of the codes below.
  8. Specify the duration of the mandate you are requesting.
  9. Review your mandate request, then click Confirm mandate request to submit the request.

The recipient of the mandate request will be informed of the mandate request in Suomi.fi Messages. If the receiving organisation has not enabled Suomi.fi Messages, you must notify the recipient of the mandate request yourself.

7 How to check your access rights

Rights found in basic registers

  1. Go to https://www.suomi.fi/your-data.
  2. Identify to the service.
  3. You will see a list of registers where you can have different roles. Click with the mouse on the registers of the Finnish Patent and Registration Office.
  4. You can see your own roles in the Finnish Trade Register, the Finnish Business Information System and the Finnish Register of Associations.

If the information is incorrect, please contact the customer service of the Finnish Patent and Registration Office.

Authorisations stored in the Authorisation Register

  1. Go to https://www.suomi.fi/e-authorizations.
  2. Identify to the service.
  3. In the window that opens, select the Personal mandates button.
  4. In this section, you can request and grant mandates. Under Granted mandates, you can see all the mandates granted to you.
