In the ilppa notification service, economic operators can submit notifications, bulletins and applications subject to food and health protection control.
Correspondingly, consumers can submit notifications of illnesses or other reactions they suspect have resulted from food products, or tap or swimming water in situations of suspected food poisoning, for example. Consumers can also report any deficiencies they have discovered in food products, or tap or swimming water.
Notifications, bulletins and applications are processed by the environmental healthcare authority in the municipality of the economic operator or consumer.
Economic operators subject to food and health protection legislation can issue the following notifications in ilppa:
- started or discontinued operations, significant changes, or the replacement of operators;
- illnesses that are suspected to have resulted from food products in operations, or tap or swimming water; and
- deficiencies that have been discovered in food products in operations, or tap or swimming water.
Note: Currently, food sector operations requiring an approval (facilities) or operations in the primary production of food cannot be reported in ilppa. Furthermore, tap water supply facilities, the use of tap water as part of public or commercial activities, or jointly used water intake plants or tanks (for at least 50 people or at least 10 m3 per day) cannot be reported through ilppa. With regard to these, contact your local control unit.
Before submitting a notification, please note that you need
- Suomi.fi authorisation for the company for which you are submitting a notification (see Suomi.fi e-Authorizations service instructions below).
- Information about the location, nature and scope of your operations.
- At least the following attachments for operations subject to health protection legislation: floor plan, information about the facility’s purpose of use obtained from the building control authority, and any other pending permits/notifications. In addition, local control authorities can request other clarifications, plans or drawings.
- In operations subject to food legislation, the ground plan is a mandatory attachment. The following attachments may also be required for control activities: an own-check plan, information about the facility’s purpose of use obtained from the building control authority, information about any other pending permits/notifications, and a clarification of ventilation. In addition, local control authorities can request other clarifications, plans or drawings.
- If you have recently applied for your business ID, please wait for its activation before starting to use the notification service.

Stages in processing notifications
- A notification is received by the local control unit, and a supervisor checks the notification. The supervisor verifies that the information is sufficient for the registration of the facility and requests additional information from you, if required.
- The reported operations are registered, and the control unit sends a certification of having processed your notification. After processing, you can see the facility’s information and any changes made to it in ilppa. You can also see information about previously reported operations. The processing time depends on the control unit.
- Often, the supervisor inspects the facility when operations are started or no later than within 12 months after receiving the notification. Usually, the supervisor sets a date for the first inspection with you in advance.
- The processing of notifications, the first inspection and any subsequent inspections subject to the control plan are subject to a charge. Charges depend on the control unit.

Suomi.fi e-Authorizations service instructions
Before you can register as an economic operator in the ilppa notification service, you need to have an authorisation issued by the company’s official representative in the Suomi.fi service. In the Suomi.fi e-Authorizations service, you can authorise another person to act on your behalf or on behalf of your company or organisation. As a consumer, you do not need to register in the ilppa notification service.
When you register on a company’s behalf, always select the option “Company” when it has a business ID. Otherwise, select “Private”. If you have recently applied for your business ID, please wait for its activation before starting to use the notification service.
The company’s official representative is a person who, in the Trade Register or the Business Information System, has been given a role of representation in the company or organisation in question. More information and instructions regarding who can issue the authorisation required and how are available in the Suomi.fi service.
- Personal identifiers are always required to be identified in the Suomi.fi e-Authorizations and ilppa services such as online banking codes, a certificate card or a mobile certificate.
- For authorisation in the Suomi.fi e-Authorisations service, select “Mandate theme” and “Environmental health care notifications”.
- However, no authorisation needs to be requested if you are the company’s

Acting on a company’s behalf is not permitted in the following situations:
- The company is registered in the Trade Register as being bankrupt or in corporate restructuring or liquidation.
- The status of the person acting on the company’s behalf is other than “Normal” in the Trade Register.
Mandate service provided by officials
An authorisation can be registered based on an application if you or your company or organisation cannot grant an authorisation in the Suomi.fi e-Authorizations service (e.g. public authorities, municipalities, parishes).
