The Packaging and Packaging Waste Regulation (PPWR) (EU) 2025/40 entered into force on 11 February 2025 and began to apply on 12 August 2026. The Regulation includes several different transitional periods for its various requirements. The main responsibility for enforcement lies with the Finnish Safety and Chemicals Agency (Tukes) and the Finnish Supervisory Agency (LVV).
The food control authority has been assigned responsibility for enforcing the following requirements:
- From 2027 onwards, customers must be allowed to purchase take-away products in their own containers – Articles 28 and 32.
- From 2028 onwards, customers must be allowed to purchase take-away products in reusable containers – Article 33.
- From 2030 onwards, a minimum recycled content requirement will apply to food contact packaging materials – Article 7(1)(a-c) and Article 7(2)(a-c).
The municipal food control authority monitors compliance with these requirements. When supervising compliance with the requirements of the PPWR, food control authorities act as market surveillance authorities (cf. supervisory duties under the Tobacco Act).
The intention is to carry out this supervision as part of routine food control activities. The Finnish Food Authority will provide further guidance on the matter at a later stage
