Business operators importing foodstuffs of animal origin from other EU-member states should report the beginning, significant altering or terminating of import activities to the municipal food control authority in their own municipality. 18401/4 First arrival activity guide for operators (pdf, 4.9.2019)

The term first arrival activity has been removed from the legislation in the beginning of year 2020 (1397/2019). The requirements for the operator who receives foodstuffs of animal origin from the European Single Market have remained the same for the most part and the first arrival activity guide (18401/4) is in effect. The operator is now obliged to submit a report on the foodstuffs of animal origin received from the European Single Market.
