Who does EUTR and FLEGT-licenses apply to?

The EU Timber Regulation is applied to timber harvested in the EU and timber products produced in the EU as well as timber and timber products imported into the EU. The regulation applies to operators who place timber or timber products on the internal market for the first time, for example timber and timber product importers and forest owners. In addition, the regulation applies to traders who deal in timber and timber products within the EU.

Key elements of supply chains of timber products in the EU

The regulation is applied to raw wood and timber products such as sawnwood, plywood, cardboard, furniture, wood-based pulp and paper.

The regulation is not applied to recycled products or printed paper, such as books, magazines and papers. The EU Timber Regulation applies to the types of timber and timber products listed in the annex of the regulation. Finnish Customs is the competent authority in matters concerning customs headings. The Customs Information Service provides further information on the customs headings mentioned in the annex.

FLEGT licensing scheme

You need a FLEGT licence if you import timber or timber products from Indonesia (situation 2/2020).

Several other countries are preparing to initiate FLEGT-licensing.

The FLEGT licence guarantees that the timber has been legally produced and that it meets the requirements of the EU Timber Regulation without a separate due diligence system.
