EU Directives pertaining to ceramics (1984/500/ETY, 2005/31/EY) have been implemented in Finland by Decree 165/2006 of the Ministry of Trade and Industry. It specifies limit values for the transfer of lead and cadmium (see table below) in three different categories of ceramic products.

Ceramic articles that are not yet in contact with food must be accompanied by a declaration of compliance in accordance with Article 16 of Regulation (EC) 1935/2004 at all stages of trade, including the retail stage. The content of the declaration of conformity is stipulated in Annex III of the ceramics regulation.
The notification must be given by the manufacturer or a seller established in the community and must contain the information presented in Annex III of this regulation.

Ceramics intended for small children or with a lip rim (e.g., mugs and cups for drinking) are also subject to the national heavy metal decision (KTMp 268/1992) where applicable. More detailed information on this can be found here.
