General conditions applying to consignments of products of animal origin imported to the EU

 the consignment must be from a country authorised by the EU. You will find the countries authorised for import in the

Commission Implementing Regulation (EU) 2021/404  

and the

Commission Implementing Regulation (EU) 2021/405

  • the consignment must be from an establishment authorised by the EU 
    • You will find the authorised establishments located in non-EU countries in this link
    • You will find the authorised establishments in the United Kingdom in this link  
      • Note: Even if the country of origin is permitted for the product, the authorised establishment may still be missing, in which case import is not possible 

 the residue control plan

 has been approved for the animal species concerned in the country in question (Aquaculture products, milk products, eggs and meat)

  • Note: Even if the country of origin is permitted for the product, the residue control plan may still be missing, in which case import is not possible

 The importer must ensure that the product-specific labelling requirements (link in Finnish) are met

 the consignment must be accompanied with a health certificate in accordance with the approved model

  • The health certificate models are product-specific and can be found on the page of each product

 The importer must comply with the safeguard measures

  • The safeguard measures in force may prevent import completely

 The importer shall submit a prior notification in the TRACES system

 The consignment may enter the EU only through a border control post that is authorised to check the products concerned 

The border veterinarian conducts a veterinary border check on the consignment

  • In the border check, the consignment must be accompanied with the ORIGINAL HEALTH CERTIFICATE. A copy will not be eligible for approval.

Note: The veterinary border check must be conducted at the border control post where the consignment enters the EU if the consignment will be loaded to a different mode of transport, for example, from an aeroplane to a lorry. In the same mode of transport (e.g., aeroplane – aeroplane), the consignment can continue to the next border control post after reloading. In that case, reloading must be carried out within the following time limits:

  • airports: 3 days
  • ports: 30 days

When the time limits are exceeded, a veterinary border check must be carried out in the place where the consignment is. Please contact the border control post concerned. Consignments requiring a veterinary border check that have not been presented appropriately for the check are rejected.

In the event of an outbreak of an animal disease, import requirements may change very rapidly. You will find more detailed information about the import requirements for different products under the headings on this page. Before importing, make sure that the decrees mentioned in the import requirements are up to date.

Safeguard measures are regulations that the European Commission may set because of a dangerous situation in the country of origin. The measures are binding on the Member States. Examples of such dangerous situations include a disease outbreak, contaminant residues detected in foodstuffs or deficiencies in the hygiene of the production process. Safeguard measures restrict/prohibit import of certain products of animal origin.
