Composite products are foodstuffs containing both products of plant origin and processed products of animal origin

All the processed products of animal origin contained in composite products must originate from establishments approved by the EU and located in countries authorised for EU exports of such processed products of animal origin, also with regard to residue monitoring.

The table below presents the conditions applying to each type of composite product. The consignment must have either a health certificate or a private attestation. You will find the certificate models below the table. Some of the products requiring a private attestation can be exempted from the border check. You will find the details of the required treatments and the inspection requirement in the table.

Components of animal origin

All the processed products of animal origin contained in composite products must originate from establishments approved by the EU and located in countries authorised for EU exports of such processed products of animal origin, also with regard to residue monitoring.

The country of production of the composite product shall be listed in

the Commission Implementing Regulation (EU) 2021/404  

or

the Commission Implementing Regulation (EU) 2021/405  

For every processed product of animal origin contained in the composite product

For the meat product contained in the composite product

Either for meat products, fishery products, milk products (including colostrum-based products) or egg products, regardless of whether they are contained in the composite product or not, excluding composite products containing gelatin, collagen or highly refined products, whose country of origin must be authorised for EU exports with regard to the ingredients in question.

The country producing the composite product shall have a plan approved by the EU for the monitoring of residues (for species / commodities that the processed products of animal origin are from), and it has been listed in

Commission implementing regulation (EU) 2022/2293

 

For each processed product of animal origin contained in the composite product exported to the EU.

If the country producing the composite product (country A) wishes to acquire processed products of animal origin from outside its territory, its competent authority shall ensure that such products of animal origin will come either from establishments approved by the EU in EU Member States or other thirds countries that have been listed in the Commission Decision 2011/163 / EU for the species / commodities concerned without a restricting footnote, as laid down in Article 2(2) of the Decision. Country A must also be listed in Decision 2011/163 / EU either with the mentioned footnote or without it.

Aspects related to animal health

The products of animal origin contained in composite products comply with the requirements concerning entry into the EU, confirmed in the Commission Delegated Regulation (EU) 2020/692 . They have been manufactured either in the EU, in the country of production of the composite product or in another country mentioned in the list, providing that they have not undergone any risk-mitigation treatments other than those applied in the country of manufacture of the composite product.

The milk products and egg products contained in the composite product have undergone a risk-mitigation treatment at least equivalent to the treatment in column B of Appendix XXVII and XXVIII to the Commission Delegated Regulation (EU) 2020/692.

A charge of EUR 133 per piece as referred to in the Decree of the Ministry of Agriculture and Forestry  1248/2023 (in Finnish) will be charged for each separately conducted documentary check (e.g., documents sent by email)
